REQUEST FOR PROPOSALS

The Public Utilities Commission of Sri Lanka (PUCSL) hereby invites proposals from qualified and experienced software development companies for the design and development of the titled Mobile Application.

The detailed Terms of Reference (TOR) document can be accessed via the PUCSL website: www.pucsl.gov.lk.

A Pre-Bid Meeting will be held on 29^th October 2026 at 2.00 p.m. at the 17^th Floor Board Room of the PUCSL Office, at the address given below. Interested parties are strongly encouraged to attend.

Sealed proposals, prepared in accordance with the RFP, must be deposited in the Tender Box kept at the Commission’s Office on or before 2.30 p.m. on 09^th November 2026.
