Chamath Goonewardena counts over twenty-five years of experience in economic reform policy and practice, with a special focus on policy design, regulation, liberalization, public sector reform and private sector development programs.
As the Director of Regulatory Affairs at the Public Utilities Commission of Sri Lanka, he coordinates the (shadow) regulation of the lubricant market and selected regulatory interventions in the petroleum industry, by advising and assisting the Ministry charged with the subject of petroleum. He is responsible for and coordinates the formulation of key regulatory instruments required for regulation of the electricity industry and envisaged regulation of the petroleum industry.
Earlier, he held the position of Consultant of the Ministry for Economic Reforms, Science & Technology, where he assisted the Public Interest Program Unit with policy, legal, regulatory and institutional reform of public utility industries. Prior to that, he held the position of Director of the Public Enterprises Reform Commission of Sri Lanka, where he coordinated the design, implementation and monitoring of privatization transactions.
Chamath has a Master of Business Administration and a Master of International Business from the Joseph M. Katz Graduate School of Business, the University of Pittsburgh as well as a Bachelor of Business Administration from the University of Wisconsin in the United States. He is a member of the Sri Lanka Economic Association.
