Least Cost Long-Term Generation Expansion Plan 2020-39

Reference is made to the letters of AGM(CS)/DGM(CS&RA)/REG/7 and PUC/LI/AP19/01 dated 31st Oct 2019 requiring to revise the LCLTGEP 2020-39 submitted on 29th May 2019.

The Commission requested revisions to the LCLTGEP 2020-39 submitted on May 29,2019

The PUCSL noted that the,

1.      Revised plan complies with the reliability requirements of the electricity network of Sri Lanka published in terms of Section 43 (8) of the Sri Lanka Electricity Act

2.      The plan has not incorporated economic cost and also not incorporated a calculation of minimum incremental cost of externalities required to change the least cost technology to justify the least cost technology as agreed in the meeting

3.      The plan does not comply with the general policy guidelines issued under Section 5 of the Sri Lanka Electricity Act which describes the 50% renewable energy target by year 2030

4.      CEB has not included the major milestones to justify the timelines considered for the major power plants due to be added on first 8 years of the revised plan

Hence, PUCSL asked CEB to comply the above

Least Cost Long-Term Generation Expansion Plan 2020-39

Minutes of the meeting on Least Cost Long-Term Generation Expansion Plan 2020-39 held on 07th Jan 2020 at PUCSL was communicated to CEB and asked the CEB to submit the revised gen plan within two months from 07th Jan 2020.

Main points discussed / agreed

·        Purpose of the meeting is to agree on the way forward of the LCLTGEP 2020-39

·        The transmission licensee will comply with the decision of PUCSL on the plan

·        The representation of CEB agreed to submit the revised draft plan within two months from 07th Jan 2020

·        The representation of the CEB further agreed to include a section similar to section 7.10 of LCLTGEP 2018-37 on externalities, in the revised LCLTGEP 2020-39

Least Cost Long-Term Generation Expansion Plan 2020-39

PUCSL communicated CEB the observation of the Commission on the Generation Plan and its decision on the plan

·        The draft base case plan has not adhered to the technical and reliability requirement (reserve margin requirement) of the electricity network in Sri Lanka published by the PUCSL but has prepared to an increased reserved margin. This has resulted in an over investment of USD 43 million as per the estimation of CEB.

·        Least Economic Cost – The plan has not incorporated the social and environmental cost, hence the cost mentioned in the plan cannot be considered as the economic cost.

·        The plan does not fully comply with the General Policy Guidelines which states 50% of the electricity generated in the 2030 is required to be form renewable energy sources

·        The Plan has considered stringent time targets for power plant implementation which may not be practically achievable which may result in procuring short term power plants violating the least cost principals

 

The PUCSL asked CEB to revise the plan paying importance to the published gazette on the technical and reliability data which PUCSL asked the suggestions from CEB before the publish, incorporate economic cost, comply with the general policy guidelines and asked to submit the implementation plan of the major power plants with timelines.

PUCSL rescheduled the presentation to 02nd Sep 2019 and inform that the CEB is yet to submit the WASP software input data files of other scenarios presented in the plan.

The PUCSL also asked following info;

a.      Soft version of the daily demand curves (gross demand)

b.      Soft versions of daily other renewables generation profiles, separately for each technology (Solar, wind, mini hydro and bio mass etc.)

c.      Annual Generation from other renewables, separately for each technology

d.      Annual generation from rooftop solar

Refers to the letter dated 28/05/2019 (PUC/LI/AP19/01/11) regarding WASP input data and scheduled presentation on the draft plan on 02, July 2019 which CEB did not attended and not provided any reasons for not attending.

Since its vital to have the presentation to clarify issues emanating from it and to ensure compliance of the Govt. Policy and therefore the same is rescheduled on July 30th.

CEB submitted the plan and informed PUCSL that the Board of CEB requested to prepare the Base Case Plan of LTGEP 2020-39, as per the directives given to the Board of directors by the Secretary  of Ministry of Power ,Energy & Business Development on proposed government policy to adopt the reserve margin between 10% (Minimum) and 25% (Maximum) during the preparation of LTGEP. Gazette 2019/28 – technical and reliability requirements for preparation of Least Cost Long Term Generation Expansion Plan (LCLTGEP) 2020-39

Refers to the letters of PE/TECH/D/03/09 and GP/CE/101

PUCSL communicated to the Secretary that CEB did not submit any comments to the PUCSL request on amendments to the Technical and Reliability parameters (Reserve Margin and loss of load probability) and delays in power plants can be modelled in planning studies and is not required to be addressed by increasing the reserve margin throughout the planning period, which results in increase in the cost and end user tariff.

PUCSL also noted that the base case plan of LCLTGEP should be prepared based on the most likely implementation targets of the power plants, as per the planning criteria published in the Gazette and any additional plants required due to any contingencies as a result of unpredictable delays of the power plants should be identified as separate contingency plans to the Base case plan, instead of increasing the reserve margin.

CEB informed the Secretary, the need of amending the reserve margin mentioned in the Gazette considering contingencies of unpredictable implementation delays and to accommodate the request made by the Ministry.

 

CEB noted that in order to finalize and submit the LTGEP 2020-39 to the regulatory commission on 30th April 20219, the amended gazette must be published and made available by first week of April.

Publishing technical and reliability of the electricity network of Sri Lanka for Least Cost Long Term Generation Expansion Plan

As per section 43 (8) of the Sri Lanka Electricity Act No.20 of 2009 (as amended), the PUCSL is required to publish in the extra ordinary gazette, the technical and the reliability requirements of the electricity network of Sri Lanka which will be a basis of determining the future electricity generation capacity requirements indicated in the LCLTGEP. Therefore, PUCSL asked the issue the same in a gazette.

PUCSL inform the CEB that in order to meet the requirements stipulated under Section 43 (8) of the Sri Lanka Electricity Act, the Commission is required to approve and publish the technical and reliability requirements in the Government Gazette.

The Commission also inform the CEB on the data that they will publish and asked the views and suggestions on or before 21st Dec 2018. The Commission inform non reception of any comments on or before the stated deadline, the Commission will proceed on publishing the above requirement in the Government Gazette.

PUCSL noted that they have informed the CEB about the meetings well in advance which did not attended by CEB officials.

PUCSL said arriving a common agreement is important and emphasis on having the consultation without any further delay.

PUCSL inform the CEB that they regret to inform the inability to accept the proposal of CEB to have the meeting in the office of the licensee as the Commission has decided to hold all the meeting with regard to regulatory issues in the PUCSL office unless the Commission decides to conduct the meetings in a venue outside the office of the Commission.

In the same letter, PUCSL informed the CEB that the discussion will be conducted at the office of Sri Lanka Sustainable Energy Authority on 16th Nov 2018.
