PUCSL Publishes Report on the Public Consultation on Challenges Faced by Renewable Energy Developers in Sri Lanka

 

The Public Utilities Commission of Sri Lanka (PUCSL) has released the Report on the Public Consultation on Challenges Faced by Renewable Energy Developers in Sri Lanka. The consultation gathered views from developers, industry associations, government agencies, financiers, and consumer representatives to identify barriers and practical solutions for renewable energy development.
The report highlights challenges such as delays in approvals, tariff and PPA issues, grid integration constraints, consumer protection gaps in rooftop solar, financing difficulties, and environmental and land-use concerns.
Key outcomes include 25 proposed actions, categorized into:
  • Actions by PUCSL – tariff methodologies, bankable PPAs, curtailment policy, and regulatory oversight of rooftop solar.
  • Actions with other authorities – coordinated approvals, consumer and environmental safeguards, and grid modernization.
  • Policy directives – fiscal incentives, a Renewable Energy Fund, policy stability, and investment facilitation.
