Public Utilities Commission of Sri Lanka (The Commission) was established in 2002 by the Public Utilities Commission of Sri Lanka Act No 35 of 2002 as the regulator for Electricity industry, Water Service industry and Petroleum industry.

In terms of Section 17 (b) of the Public Utilities Commission of Sri Lanka Act No 35 of 2002 and Section 3 (k) of the Sri Lanka Electricity Act No. 20 of 2009, the Public Utilities Commission of Sri Lanka has decided to hold a public consultation on the establishment of Electrician License Framework in Sri Lanka.

Public Utilities Commission of Sri Lanka (PUCSL), Institution of Engineers Sri Lanka (IESL), Tertiary and Vocational Education Commission (TVEC), Construction Industry Development Authority (CIDA) along with Distribution Licensees have taken the initiative to address the gap identified in the electrical installation trade in terms of safety, reliability, and cost effectiveness through the licensing process of electricians in Sri Lanka. The absence of a licensing regime for electrical technology workers has caused negative implications, with widespread violation of stipulated safety measures & standards in electrical installations.

The consultation document with regard to above is now available at www.pucsl.gov.lk for reference. A printed copy of it also is available for reference at the information centre of the Commission.

Interested parties are invited to send their written submissions on the following areas to the Commission on or before 21st March 2018.

Areas of concern may include.

Categories/ classes of License to be issued and corresponding pre-requisite Qualifications.
Eligibility Requirements for Licenses and the Responsibilities held.
Suggestions on Structure of the Licensing Issuance Framework and Implementation.
Accountabilities held by key stakeholders & consortium.
Socio- Economic Impacts of the Licensing Issuance Framework Establishment.
