The Public Utilities Commission of Sri Lanka (the Commission) hereby announces its decision to hold a stakeholder consultation on the draft Rules on Electricity Consumer Grievance Redressal Forum (GRF) of Electricity Distribution Licensees and Draft Regulations on Dispute Resolution Procedure of Public Utilities Commission of Sri Lanka.

The draft rules on GRF and the draft regulation on Dispute Resolution are two different documents implemented by different agencies; however, the objectives of the entire process stipulated in the two documents are sequential upon one another, and to provide redress for grievances and resolve disputes. Reading both documents together, you will understand the entire process, starting from grievance to resolving disputes. Stakeholder comments are invited on the consultation document mainly on:

• The sequence of the process of resolving grievances and disputes
• Proposed resolving process that evolves with the complexity of the issue.
• Assess the processes built in the documents in terms of regulatory best practices of Fairness, Transparency, Consistency, independence and objectivity

The Commission intends to conduct the Stakeholder Consultation prescribed under Section 17 of the Public Utilities Commission of Sri Lanka Act No. 35 of 2002. The relevant consultation document can be downloaded here

The Stakeholders and General Public are hereby invited to submit written comments if any on the consultation document and the Commission may consider such submissions or may request such parties, if necessary, to provide oral submissions at the oral session of the Stakeholder Consultation.

A session for oral submissions will be held under and by virtue of powers vested with the Commission under Section 17 of the Public Utilities Commission of Sri Lanka Act No 35 of 2002 and the interested parties may be allowed to present their views at the aforesaid session. Therefore, you may specify your interest in participating in the session along with the written submission. The Date, Time and Venue of the session for oral submissions will be informed in due course.
