Empowering Electricians – Public Notice

Public Utilities Commission of Sri Lanka

In accordance with the provisions of Sri Lanka Electricity Act No.20 of 2009 passed by the Parliament of the Democratic Socialist Republic of Sri Lanka, the services of recognized electricians should be obtained for the installation, maintenance and upgrading of electrical wiring systems to protect the standard of electrical craftsmanship and ensure safety. Accordingly, the issuance of a national professional qualification level 3 free of charge and a professional identity card for electricians is now underway. Along with this program of the Public Utilities Commission of Sri Lanka, the Engineering Council of Sri Lanka has also introduced a program to award the title of “Engineering Technician” to qualified electricians under the Sri Lanka Engineering Council Act.

It is hereby informed that the relevant minimum qualifications must be met within the following dates for electricians, to provide their services in the future.

Changes Effective from January 1, 2026:

It is mandatory to have a minimum qualification of National Vocational Qualification Level 3 (NVQ Level 3) to engage in related activities as an electrician, During the period from 1 January 2026 to 31 December 2029

Changes Effective from January 1, 2030:

Commencing from January 1, 2030, It is mandatory to have National Vocational Qualification Level 4 (NVQ Level 4) and registration with the Engineering Council of Sri Lanka to engage in related activities as an electrician.

Accordingly, electricians who do not meet the minimum qualifications within the above-mentioned dates will be ineligible to work as an electrician within the legal framework established by the Sri Lanka Electricity Act and the Engineering Council of Sri Lanka.

Free NVQ 3 programme for electricians

The Public Utilities Commission of Sri Lanka has implemented a program to offer National Vocational Qualification Level 3 (NVQ 3) free of charge to electricians with not less than 18 months of experience in the profession from year 2021. To register to get NVQ 3 free of charge, call 076 4 27 10 30 and send a WhatsApp message with your name and district to the same number.
