Public Consultation – Input parameters and assumptions of LCLTGEP 2018-2037

In terms of Section 17 (b) of the Public Utilities Commission of Sri Lanka Act No 35 of 2002 and Section 3 (k) of the Sri Lanka Electricity Act No. 20 of 2009, the Public Utilities Commission of Sri Lanka has decided to hold a public consultation on the input parameters and assumptions in the preparation of the Least Cost Long Term Generation Expansion Plan (LCLTGEP) 2018-2037 submitted by the Transmission Licensee (Ceylon Electricity Board).
The input parameters and assumptions are the most important facts and the basis in the preparation of the LCLTGEP.

LCLTGEP identifies the least cost generation plant mix and the required investments during the planning period, to cater the electricity demand of consumers under a specified level of reliability and in accordance with the national policy objectives.
The LCLTGEP is prepared based on the guidelines issued by the PUCSL under the Least-Cost Generation Expansion Planning Code.

All the stakeholders are invited to submit their comments with regard to the followings of the input data and assumptions on or before March 15, 2017, via email (consultation@pucsl.gov.lk) or by post.

  • Reliability Criteria
  • Cost of Unserved Energy
  • Discount Rate
  • Consideration of Social Damage Cost
  • Electricity Demand Forecast
  • Proposed candidate energy supply technologies, their costs and efficiency parameters
  • Fuel prices
  • Renewable technologies and their cost parameters
  • Scenarios selected for analysis

The comments received will be taken into the consideration in the approval process of the LCLTGEP 2018-2037 by the PUCSL.
The next phase of the public consultation on the developed LCLTGEP 2018-2037 will be announced in May 2017.
