Opportunities to Serve on the Panel of Mediators

The Public Utilities Commission of Sri Lanka (the Commission) is the economic, technical, and safety regulator for the electricity industry and the designated regulator for water services and the downstream petroleum industries. Strengthening consumer protection across these regulated sectors remains one of the Commission’s key objectives.

In line with the Sri Lanka Electricity Act, No. 20 of 2009, the Commission has issued the Electricity (Dispute Resolution Procedure) Rules to facilitate the fair and effective resolution of disputes. To support this process, the Commission is inviting applications from suitably qualified professionals to join its pool of Panel of Mediators.

The pool of mediators will consist of experts in Electrical Engineering, Mechanical Engineering, Law, and Administration, who will assist the Commission in mediating disputes referred for resolution. Selected mediators will be engaged on a need basis and will receive an honorarium covering travel, participation in panel sittings, and preparation of final reports.

Eligibility Requirements:

Applicants should meet the following criteria:

  • Be under 65 years of age on the date of this notice.
  • Possess experience in dispute resolution through mediation or arbitration, regulatory affairsග (participation in similar expert panels will be an added advantage)
  • Ability to work in English is preferred, in addition to Sinhala or Tamil languages
  • Strong analytical skills with the ability to assess technical, legal, or administrative matters and provide impartial, well-reasoned recommendations.

  • A comprehensive resume, detailing academic and professional qualifications and relevant experience.
  • A brief essay (maximum 500 words) explaining how the applicant intends to contribute to the mediation process and how this opportunity will be used to enhance impartiality and service delivery within their respective fields.
