Establishment of Regional Consumer Network (RCN) to the Consumer Consultative Committee (CCC) to implement the functions of the Commission and the CCC

Under the PUCSL Act, consumer protection and empowerment are key priorities. To enhance consumer participation in regulatory processes, the Public Utilities Commission of Sri Lanka (PUCSL) plans to establish 25 Regional Consumer Networks (RCNs)—one in each district—under the Consumer Consultative Committee (CCC).

Objectives of the RCN:

  1. Increase awareness of consumer rights and responsibilities.
  2. Provide a platform for consumer voices in regulatory decisions.
  3. Enable active consumer participation in the regulatory process.
  4. Boost public engagement in tariff and policy consultations.

Structure & Membership:

Each RCN will include representatives from:

  • Divisional Secretariat:
    • Grama Niladhari (Admin)
    • Electricity Subject Officer
    • Rural Development Officer
    • Small Enterprises Development Officer
    • Social Services Officer
  • District Secretariat: Assistant Director – Small Business
  • Provincial Power Ministry: Executive Officer in Electricity Subject (in capital districts only)

The provincial representative of the CCC will chair each RCN.

Additional members may include:

  • Legal professionals
  • Academics
  • NGOs
  • Trade/chamber of commerce representatives
  • Consumer rights advocates

Operations:

  • RCNs will meet annually and as needed.
  • Membership depends on the availability of designated officers.
  • The networks aim to engage broader civil society and the public to participate in PUCSL’s consultations and decision-making.

This initiative ensures stronger consumer representation and public involvement across all districts in regulatory affairs.
