As part of its mandate to ensure a safe, transparent, and sustainable electricity sector, the Public Utilities Commission of Sri Lanka (PUCSL) has introduced a mandatory registration framework for E-Mobility Service Providers (EMSPs) operating within Sri Lanka’s electric vehicle (EV) charging ecosystem.
EMSPs are entities that provide digital and platform-based services supporting EV charging, including user authentication, billing, payment processing, data management, roaming, interoperability, and customer-facing applications, in coordination with Charge Point Operators (CPOs).

Any entity intending to operate as an E-Mobility Service Provider (EMSP) in Sri Lanka shall be registered with PUCSL prior to commencing operations.
Registration is required for entities providing one or more of the following services related to EV charging:
The Certificate of Registration sets out the applicable obligations, restrictions, and compliance requirements governing EMSP operations, including matters related to coordination with Charge Point Operators (CPOs), consumer protection, data handling, system access, cybersecurity, and regulatory oversight.
Registered EMSPs are required to fully comply with all conditions attached to the Certificate of Registration, as amended, or updated by the Commission from time to time. EMSP registration shall be valid for a period of five (5) years, unless suspended, revoked, or withdrawn by the Commission.
Applications for renewal shall be made in accordance with the procedures and timelines prescribed by PUCSL.
