E-Mobility Service Provider (EMSP) Registration Framework

Overview

As part of its mandate to ensure a safe, transparent, and sustainable electricity sector, the Public Utilities Commission of Sri Lanka (PUCSL) has introduced a mandatory registration framework for E-Mobility Service Providers (EMSPs) operating within Sri Lanka’s electric vehicle (EV) charging ecosystem.

EMSPs are entities that provide digital and platform-based services supporting EV charging, including user authentication, billing, payment processing, data management, roaming, interoperability, and customer-facing applications, in coordination with Charge Point Operators (CPOs).

 

The EMSP registration framework has been introduced to,

  • enhance consumer protection and transparency.
  • enable regulatory oversight of digital platforms supporting EV charging services.
  • ensure data integrity, interoperability, and system reliability; and
  • support the orderly and sustainable development of e-mobility in Sri Lanka.

 

Under this framework,

 

  • EMSPs are not authorized to sell or resell electricity unless expressly permitted under the Sri Lanka Electricity Act;
  • EMSPs operate in coordination with Charge Point Operators (CPOs) holding valid Certificates of Exemption issued by PUCSL; and
  • EMSP shall inform all services that provide to the CPO to the Commission as required.

 

Requirement for Registration

Any entity intending to operate as an E-Mobility Service Provider (EMSP) in Sri Lanka shall be registered with PUCSL prior to commencing operations.

 

Registration is required for entities providing one or more of the following services related to EV charging:

 

  • digital platforms or mobile applications for EV charging access;
  • billing and payment services for EV charging sessions;
  • user authentication and account management
  • roaming and interoperability services across multiple charging networks; or
  • data management and customer support services linked to EV charging.
  • Requirements Applicable to EMSPs
  • All E-Mobility Service Providers registered with PUCSL shall operate in accordance with the Terms and Conditions specified in the Certificate of Registration issued by the Commission.

 

The Certificate of Registration sets out the applicable obligations, restrictions, and compliance requirements governing EMSP operations, including matters related to coordination with Charge Point Operators (CPOs), consumer protection, data handling, system access, cybersecurity, and regulatory oversight.

 

Registered EMSPs are required to fully comply with all conditions attached to the Certificate of Registration, as amended, or updated by the Commission from time to time. EMSP registration shall be valid for a period of five (5) years, unless suspended, revoked, or withdrawn by the Commission.

 

Applications for renewal shall be made in accordance with the procedures and timelines prescribed by PUCSL.
