Section 29 (3) of the PUCSL Act identify followings as functions of CCC;

1. Advise PUCSL on appropriate standards for the service provided to consumers;
2. Monitor whether the needs of consumers of goods or services provided by any public utilities industry are being satisfied;
3. promote awareness of the standards prescribed or determined and the rights of consumers with respect to those standards
