Under the Sri Lanka Electricity Act, No. 20 of 2009, it is an offence to generate, transmit, distribute or supply electricity unless authorized to do so by a license issued by the Commission or are exempted from the requirement to obtain a license. Exemptions can apply to an individual or a class of persons.

The Applications for Licenses and Exemptions Regulation No. 1 of 2009, which is available on our website, should be referred to prior to the submission of an application for a license or an exemption. The Regulation also includes license templates. The licenses will contain both general and special conditions for generation, transmission distribution and supply of electricity. Applications must be accompanied by all the relevant information and documents as well as the appropriate fees prescribed by the Regulation.
The detailed application procedures are set out in the Sri Lanka Electricity Act, No. 20 of 2009. Where the Commission intends to grant a license, the Commission will publish a notice to this effect to bring this to the attention of persons that maybe affected by the decision. Once the Commission has taken into consideration all representations and are satisfied about the applicant's technical and financial capabilities, the Commission will notify the Minister of the Commission's final decision prior to the grant of a license. A notification of the grant of a license will be published in the Gazette.
A licensee may, during the period of validity of the license, submit an application for the modification of that license. Alternatively, for various reasons, the Commission may decide to modify a license. The Commission may always modify a license where the licensee agrees with the proposed modification. Where the licensee disagrees, then the Sri Lanka Electricity Act, No. 20 of 2009 provides for the Minister to decide whether and what modifications should be made in the public interest. The Commission can revoke a license that it has issued. The procedures to be followed in modifying or revoking a license is contained in the Sri Lanka Electricity Act, No. 20 of 2009.
