Public Utilities Commission of Sri Lanka was established in 2002 by the Public Utilities Commission of Sri Lanka Act No 35 of 2002 as the regulator for Electricity industry, Water Service industry and Petroleum industry. The Commission commenced its role as the economic, safety and technical regulator of the electricity industry in 2009 after enactment of the Sri Lanka Electricity Act No 20 of 2009. The Commission will take initiatives to work as the regulator of the Water Service and Petroleum industries once the Commission is entrusted with the powers through respective acts. The Commission also currently works as the shadow regulator of the lubricants market and provides policy advices for the Ministry of Petroleum Industry.
The Commission has identified key thrust areas based on organizational result framework in order to achieve the objectives specified by the Public Utilities Commission of Sri Lanka Act No 35 of 2002 and Sri Lanka Electricity Act No 20 of 2009. To achieve the objectives, the Commission plans a series of activities to be executed annually. Accordingly the Annual Activity Plan 2018 has been drafted and the Commission has decided to invite written comments from all stakeholders including general public on the proposed activities for 2019.
The draft plan is now available at www.pucsl.gov.lk for reference. A printed copy of it also is available for reference at the information centre of the Commission.
Interested parties are invited to send their written submissions in this regard to the Commission on or before 3rd December 2018.
