Public Consultation on Lubricant Industry in Sri Lanka

 

Since June 2006, the lubricant market in Sri Lanka has been fully liberalized and the Public Utilities Commission of Sri Lanka (PUCSL) has acted as the shadow regulator by advising and assisting the Ministry of Petroleum Resources Development on policy and regulatory matters.

There are a number of issues pertaining to quality and price preventing the efficient functioning of the lubricant market affecting the interests of consumers and market participants. Therefore, with a view to recommending to the Government remedial action regarding same, the PUCSL wishes to seek comments from any person who may be affected by the proposed remedies – see consultation paper attached herewith.

We kindly request you to submit written comments on the issues as well as proposed remedies on or before 6th April 2018, and cordially invite you to attend the oral comment submission to be held on Wednesday 24th April 2018 from 8:30 a.m. to 2:30 p.m. (registration from 8:00 a.m. onwards) at the Cinema Lounge of the Bandaranaike Memorial International Conference Hall.
